A leader in providing Private Wealth Management Services throughout Northern California, Shelley Boutelle is Senior Vice President for Wells Fargo Private Bank, where she is responsible for building an asset base valued in excess of $4 Billion.  As one of the most respected Financial Advisors in Silicon Valley, Shelley brings a wealth of knowledge and expertise to the development of her clients’ portfolios.  She has extensive experience in the areas of project underwriting, estate planning, fiduciary and trust services, derivative products, interest rate and credit swaps, international and emerging market securities, customized credit facilities, sophisticated treasury and cash management solutions and insurance sales, as well as in the structuring of complex capital stacks undertaken in the marketing of all types of commercial credits and commercial real estate loans. 

A seasoned entrepreneur and a respected innovator in the Fintech space, Shelley was also the CEO and Founder of TSB, Inc, a private banking firm targeting underserved markets in the Western United States and specializing in community development financing. At TSB, Shelley was responsible for managing all aspects of its operations including business development, risk management, strategic planning, State and Federal regulatory compliance, human resources and the creation and implementation of company-wide policies and financial controls. Accustomed to meeting the demands of start-ups in multiple industries, Shelley directed the rapid expansion of the bank’s asset base, leading TSB to profitability in only 18 months. She then spearheaded the bank’s Initial Public Offering and OTC listing, organized its rights offering and assembled its first Board of Directors.  

Prior to founding TSB, Shelley served in London as Head of European Banking Operations for JP Morgan Chase, where she managed risk and profitability for a $5 billion credit portfolio and oversaw the daily operations of a 45-person team. Clients included principals and international executives of Fortune 100 companies, private equity firms, and hedge funds.

Shelley graduated with Honors from San Francisco State University and has a Bachelor of Science Degree in Finance & Economics. An active participant in her community engaged in numerous nonprofit activities, Shelley is a Director of the YMCA, Past Chairperson of the University of Montana’s Annual Business Drive, a Member of the Affordable Housing Association of Northern California and enjoys volunteering at Habitat for Humanity in her spare time.
